The owner is the one member who can’t leave on their own. To hand off ownership, the owner offers it to an admin from the member list; that admin must accept before anything changes, and the owner can cancel the offer any time before they do. See Moderate your organisation.
A new member is a member. Only the owner can make someone an admin or demote one back, and only the owner can ban or unban a fellow admin.
